In continuation of my letter, No.083/4853 (M.0.1),
dated the 28th January, 1915, relative to the Indian Police and Watchmen at Hong Kong, I am commanded by the Army Council to transmit, for the information of Mr. Secretary Harcourt,
a copy of a further letter from the General Officer Commanding, in China, on this subject.
I am to say that the Council concur in the opinion expressed by Major-General Kelly as to the advantage likely to result from the appointment of a Police Officer from India.
